Film Censorship
Hong Kong Government reviewing legislation.
bill published in April 1987, amended bill published in November
1987. Plenty of time allowed for consultation.
Hong Kong Government will table amended bill in LegCo, probably
in March.

Provision in bill for censorship on grounds that film would
seriously damage good relations with other territories. Hong Kong
Government considers this is necessary in circumstances of Hong
Kong.
BASIC LAW
Drafting is a matter for the Chinese Government. But we
naturally take close interest in the process, and have right to
satisfy ourselves that Basic Law fully and accurately reflects Joint
Declaration.
Understand draft Basic Law will be formally published in May for
four month period of consultation. Chinese have said they will listen carefully to views of Hong Kong people. Basic Law will
finally be promulgated in 1990.
Have no doubt that Chinese Government intend to ensure that Basic
Law will protect rights presently enjoyed in Hong Kong, as Joint Declaration obliges them to do.
