VIETNAMESE REFUGEES
Well aware of great concern in Hong Kong about this issue. conscious of our responsibility to territory. Doing everything
possible to help relieve Hong Kong of its refugee burden.
Very
Must not forget our record; accepted 20,000 Indo-Chinese for
resettlement here since 1975. Nearly 13,000 of these Vietnamese
refugees from Hong Kong. Latest decision to accept further 468
continues this commitment.
Pressing other countries to maintain/increase their resettlement
offers.
Believe long term solution lies in creation of acceptable
conditions in Vietnam to enable return to Vietnam of "economic
migrants", under suitable safeguards. This view is increasingly shared by other governments. But inevitably progress will be slow.
PRESS RESTRICTIONS: PUBLIC ORDER (AMENDMENT) ORDINANCE

Hong Kong Government have recently announced that they will
review this towards the end of the year.
Confident that Hong Kong
Cannot prejudge outcome of the review.
Government will consult all interested parties and take their views
into account in deciding outcome of review.
Note that Hong Kong media remain among the most free and outspoken in Asia. In no way inhibited by passage of ordinance.
