Note (1) Hong Kong Government has reserved its position on further changes in 1991 in addition to the 10 directly elected seats.

(b) The District Board and Municipal Councils
Their
i) No change in role and composition of District Boards.
Provided with additional resources. Advisory role developed.
In
ii) Links between urban DB's and Urban Council strengthened. March 1989 the ten urban DB's will each elect representative to UC.
Urban Councillors will cease to UC will be increased from 30 to 40.
This will bring
be ex-officio members of urban District Boards. arrangements for District Board representation on the Urban Council in line with arrangements for the Regional Council. arrangements for DB's/UC in line with DB's/Regional Council.
This brings
iii) No change in role and composition of Regional Council.
(c) The Presidency of the Legislative Council
The Governor to remain president of LegCo for immediate future. (d) Practical aspects of elections
i) sequence of elections will be rationalised.
ii) no change of terms of office of elected members of LegCo for the time being.
iii) age of entitlement to vote and eligibility for office remains at 21.
iv) preferential elimination system of voting to be adopted in 1988 LegCo elections.
v) the limits on election expenses to be reviewed regularly.
