"Hong Kong in Transition"
Speech
CS to Rotary on 26 January, 1988
During the past few weeks, I have spent some time taking a long hard look at 1987, and pondering on the issues that might face us in 1988 and beyond.
In so doing, I have tried not to rely on newspaper headlines of the past or astrologists' predictions for the future. I have attempted to look deeper than this, at the issues that really concern the majority of people in this community, Opinion polls would suggest that these issues have not changed much over the past five, or even ten years. They are: the performance of the economy, for that affects everybody in one way or another, closely followed by security, and by that I mean the level of crime in our society, Thereafter, the provision of social services looms large: housing, medical care, education and social welfare; and, of course, the subject on which we are all experts - traffic.
