1. I submit draft replies to three letters to the Secretary of State (from Alfred Morris MP, Sir Rhodes Boyson MP and Mr Norman Willis, General Secretary of the TUC) concerning the introduction of
direct elections in Hong Kong.
2. The letters are on very similar lines: the substance of each draft reply is therefore virtually the same.
3. The disc containing the text of the draft reply is also attached. For the convenience of Private Office I have sidelined the places on each draft where appropriate amendments will need to be made. Copies of the Secretary of State's opening statement in the 20 January debate, for inclusion with the replies, are also
attached.
