You also raise the question of arrangements for the
selection of the Chief Executive. This is primarily a
matter for the Chinese Government to consider in the
context of the Basic Law. This should of course conform
to the relevant provisions in the Joint Declaration which
specifies that the Chief Executive shall be selected by
election or through consultations held locally.
