As requested in your two letters of 21 January and
your letter of 22 January I enclose draft replies to
letters to the Prime Minister from three constituents,
Mr Simon Lee, Mr Kin-Chung Simon Yuen and Mr William Ho.
All three letters address the question of the
introduction of direct elections in Hong Kong. The Prime
Minister is aware of the background to this issue.
The letters are on very similar lines indeed the two
letters from Simon Lee and William Ho come from the same
address. The draft replies are therefore virtually the
same.

To facilitate typing at your end the drafts attached
are submitted as one full letter, with two amendment
sheets to deal with the other two letters. I also attacl
three copies of the Hansard record of the Secretary of
State's opening statement in the debate on Hong Kong on
20 January for enclosure with the replies.
