Thank you for your letter of 15 January.
I have no doubt about the sincerity of your concern
for Hong Kong and I very much hope that you, for your
part, are in no doubt about the sincerity of the British
Government in this regard. When I was in Hong Kong in
1984 I gave the people of that territory my absolute
assurance that Britain would administer Hong Kong wisely.
and well between then and 1997 and that we would honour
our obligations to the full. That commitment remains
unchanged.

of direct elections into Hong Kong's Legislative Council
this year. But it seems clear that while there is a
strong trend in public opinion in Hong Kong that supports
the introduction of direct elections well before 1997,
