The Green Paper of May 1987 sought the views
o f the community on whether the system of
representative government should be further developed
in
1988 and, if so, in what manner.
addressed in the Green Paper were:
The main issues
(a) the composition and functions of the
District Boards and Municipal Councils
and possible ways of improving the links
between them;
(b)
the composition of the Legislative
Council and the methods of selecting its
Members, including whether and, if so,
when an element of direct elections
should be introduced:
(c) whether the Governor should continue to
be the
President
Council; and
of the Legislative
(d) practical aspects of
aspects of elections
to
the
District Boards, the Municipal Councils
and the Legislative Council.
