The Secretary of State has seen a preliminary draft of the
White Paper.
He minuted to the Prime Minister on 6 January seeking her endorsement of the decisions contained in the drafts of Chapter III (on direct elections) and Chapter VIII (on the way forward), and proposing that a paper based on these chapters should be passed to the Chinese. Mr Powell's letter of 11 January indicated that the Prime Minister had endorsed the decisons and was content with the Secretary of State's proposals on handling.
