HONG KONG: AMENDMENTS TO LETTERS PATENT AND ROYAL INSTRUCTIONS
Problem
1.
To amend Letters Patent and Royal Instructions:
(i) to increase the number of elected members of the Legislative
Council from 24 to 26 and correspondingly decrease the number
of appointed members from 22 to 20;
(ii)
(iii)
to propose changes in the retirement age for judges of the
District Court;
to clarify a number of points of detail relating to the
Executive and Legislative Councils.
Recommendation
2. I recommend that Lord Glenarthur authorise the submission of
the draft amending Letters Patent and draft Royal Instructions to HM
in Council at the meeting of the Privy Council on 23 March 1988. Hong Kong have been consulted and Legal Advisers concur.
3. If the Minister agrees to this recommendation, he should
signify his approval by signing the top right hand margin of each of
the attached drafts.
