AMENDMENTS TO LETTERS PATENT AND ROYAL INSTRUCTIONS
I have amended in manuscript the drafts of the letters patent and royal instructions set out in Hong Kong telnos 413 and 412.

2. The draft of the letters patent is acceptable with one substantive change and some minor drafting rectifications. substantive change is made in Article 1(3): it is necessary to ensure that paragraph 4 does not come into effect until the
appointed day.
3. The draft of the royal instructions is another matter. The great majority of the provisions proposed remind me of a very old lady filling in the afternoon by ensuring that the various compartments of her sewing box contain pins of the identical length and buttons of the identical size. I have deleted paragraphs 4-15
and a number of subsequent paragraphs of the remainder. There is no possibility of confusion as to which council is referred to and
which members are intended.
4. I have made an amendment, anticipated in paragraph (d) of Hong Kong telno 411, saving appointments of the present members of the
Executive Council.
