Dear Leeks,
UN CONVENTION ON ILLICIT DRUG TRAFFICKING
I wrote to you on 6 July enclosing a copy of a letter I had sent to the UN Division of Narcotic Drugs about the status of Hong Kong in relation to the draft convention.
I have now received the enclosed reply from the United Nations, and should be grateful if you would give it your further consideration, together with your legal advisers. As you will see, it is the view of the UN Secretariat that an article on the lines of Article 28 of the Convention on Psychotropic Substances 1971 does not appear to be needed. The letter refers to two variants contained in the current draft of the convention, a copy of which I enclose.
The next meeting of the expert working group discussing the draft convention will take place in Vienna from 5-16 October. The Home Office will be attending, and it would clearly be helpful to have a view before then on whether there is anything further you would wish us to do on the Hong Kong point, including the possibility of an informal approach to the Chinese.
