3. Adoption of advanced Inspection equipment. Low-quantity x-ray examination system has been proved successful with a long-time experiment in Guangzhou and beijing. Itis specially efficient In interceping drugs concealed In passengers' luggage and now successful experience has been extended to other relevant Customs and adopted. Narcotest kits made in China or offered by UN and US Customs for drug field test have been utilized by China's Customs and peoved helpful.
4. Close domestic coordination with police authorities. China's Customs is the competent law enforcement responsible for the points of entry and some coastal and boundary areas nearby, whereas the police takes care of all the rest. Police make follow-up investigation of the traffickers founded by Customs and hand them over to the Court for conviction. A number of Customs detector dogs was trained by the police and proved efficient to some extent.
With all the above-mentioned measures, China's Customs made altogether 24 transit drug seizures from beginning of 1981 to April 1987, and among the seized drugs was heroin of 75.22 kgs, opium of 14 kgs and cannabis of 2.15 kgs. All but one of the arrested 54 traffickers were of foreign nationalities or HK residentship and 39 of them have been charged, and two were sentenced to capital punishment and another two to life imprisonment and the rest to more than 5-year terms. A few of these cases are still under investigation. Majority of the traffickers came to China by the Thai-China flight or took detour of Philippines' to China. The death case was that a }|K resident, in conn- ection ol a Chinese criminal in Yunnan Province smuggled opium from Burma into China and then to Hong Kong.
In addition, China's Customs founded some drugs activities along the Sino-Burmese and Sino-Vietnamese boundary areas.
In June 1985, The Standing Committee of the Chinese Poeple's Congress and President of PRC Li Xiangnian approved China's accession to the two Convention. China's Customs will strengthen its authority over drug matters and its cooperation with UN drug bodies and foreign drug enforcement. China's Customs will offer greater drug enforcement effort to the world.
