We met Dr.
Jiang Zhong-zhou, Deputy Director of
at dinner that evening. A surgeon by
the Health Bureau,
profession, born in Harbin, Dr. Jiang was a very pleasant and
friendly man who again asserted his country's wish to ensure
maximum cooperation between the two territories which, in the
case of Guangdong was facilitated by our proximity. He is
Vice-Chairman of the Red Cross of Guangdong Province and hoped
to be elected the following day to the chairmanship whereupon
he hoped to establish closer working relations with the Hong
Kong Red Cross.

In the afternoon of 6 November, we met Madam Sun
Xin-bao, Chief of the Customs Office at Baiyun Airport,
Guangzhou Customs. Sun spoke from a prepared script and
introduced us to Chen Jian-wen, Deputy Director of the Central
Office of Guangzhou Customs. Like all the Customs officials
we met they were particularly helpful and friendly and were
proud of the fact that the Guangzhou Customs had established a
reputation as being one of the most efficient customs units in
China. Because of the greatly increased flow in both cargo
and passengers between Hong Kong and Guangzhou, they had had
to introduce significant improvements in procedures e.g. a
green and red channel system. They declared that their main
aim was to prevent the transit of drugs through China but
nevertheless conceded that the Golden Triangle smugglers were
trying to use Guangzhou as a "detour route". They then listed
their successes in recent years.
