Background
At
the
invitation
of the Chinese Ministry of
Public Health, I and one of my Assistant Secretaries, Agnes
Allcock (AS (N)1) visited Beijing, Shanghai and Guangzhou from
31 October to 7 November 1987. This was the first time policy
makers in the anti-narcotics field from Hong Kong and China
had met. Hitherto, liaison was confined to the operational
through the Interpol network and between Hong Kong
their counterparts in Shenzhen. This report is
largely an account of the events which took

Beijing (31 October 3 November)
Mrs. Allcock and I arrived in Beijing in the
afternoon of Saturday, 32 October and were met by the
following officers from the Ministry of Public Health (M.P.H.)
