DRAFT IMPLEMENTATION ARTICLES *
Article I
CENERAL OBLICATIONS
The Parties shall take such legislative and administrative measures as may be necessary:
(a)

To give effect to and carry out the provisions of this Convention within their own territories;
To co-operate with other States in the execution of the provisions of this Convention.
Article II
FUNCTIONS OF THE COMMISSION
The Commission may consider all matters pertaining to the aims of this Convention, and in particular:

Make recommendations for the implementation of the provisions of this Convention;
Draw the attention of non-Parties to decisions and recommendations which it adopts under this Convention, with a view to their considering taking action in accordance therewith;
Establish and modify lists A and B in accordance with article 8; and
Call the attention of the Board to any matters which may be relevant to the functions of the Board.

REPORTS TO BE FURNISHED BY THE PARTIES
The Parties shall furnish to the Secretary-General such information as the Commission may request as being necessary for the performance of its functions, and in particular an annual report regarding the working of the Convention in their territories, including information on:
