tion and restraint in the exercise of the new powers, and to
respect and accommodate the legitimate interests of other
states. Such moderation and restraint is indeed for example
provided for in the Declaration of the OECD Council of 1984
on conflicting requirements imposed by governments on multi-
national enterprises.
Wherever possible, legitimate requests for assistance in
the enforcement of the Act should be pursued through the ap-
propriate intergovernmental channels rather than through the
unilateral exercise and enforcement of extraterritorial juris-
dictional claims.
It is in the spirit of continuing cooperation in the in-
ternational fight against narcotics trafficking and drug abuse
that these general comments are submitted for the consideration
of the United States authorities.
The Delegation of the Commission of the European Communi-
ties and the Embassy of Belgium avail themselves of this opportu-
nity to renew to the Department of State the assurance of their
highest consideration.
