The Delegation of the Commission of the European Communities and the Embassy of Belgium present their compliments to the De- partment of State and wish to refer to the money-laundering pro- visions (Section H) of the Anti-Drug Abuse Act which passed into
law on 27 October 1986.
Recalling a statement by E.C. Ministers of the Interior on
20 October 1986 which called for increased international efforts
to combat narcotics crimes, the European Community and its Member States applaud this legislation in so far as it will assist in the
fight against narcotics trafficking and drug abuse and welcome
many of its provisions, such as those relating to the forfeiture and seizing of drug related assets.
The European Community and its Member States also welcome the initiative to hold discussions between appropriate authorities on the issues which arise in the elimination of international flows
of money derived from criminal activities.

concerned about the extraterritorial reach of some of the claims
to jurisdiction incorporated into Section H of the Act. visions need to be implemented with due regard to the sovereignty of the foreign jurisdiction.
