U.N. Convention on Psychotropic Substances 1971
Mr. Gordon Mortimer, who is now acting as Secretary for Security, told me upon his return from the Regional HONLEA meeting at Vienna that Her Majesty's Government has recently ratified the 1971 U.N. Convention on Psychotropic Substances.
We have been examining the domestic legal, financial and administrative implications if the Convention is to be extended to Hong Kong. Our legal and political advisers would like to know more about the U.K. ratification such as its date and terms. We would also wish to know if there is any intention on the part of HMG to extend the Convention to Hong Kong. This may be a rather complicated matter bearing in mind the future change of sovereignty over Hong Kong. connection I would like to draw your attention to Articles 27
In this and 28 of the said Convention.
We are still studying the issue and have not made any commitment yet. Your early reply will be much appreciated.
