INTERNATIONAL DRUGS-RELATED EXPENDITURE

HMG have been taking a prominent role internationally in urging increased cooperation and determination in the fight against drugs. This has in turn prompted an increasing number of requests for help in a variety of ways, from many countries. The Home Office have limited funds (at present £1.5 million over three years) available for overseas projects which alleviate the threat of drugs reaching the UK. Within certain constraints, the aid programme can also finance drugs-related assistance which benefits the recipient country (but not, for example, for para-military purposes or reducing the drugs threat to the UK). There are, however, gaps where it would clearly be in Britain's interest to be able to respond flexibly but where neither Home Office nor ODA funds are appropriate.

Against this background, the Secretary of State has agreed that the Diplomatic Wing should be ready to spend a total of £500,000 per year on drugs projects in order to plug gaps between the responsibilities of the Home Office and the ODA when there is clear foreign policy advantage in doing so, drawing flexibly on the funds
