He putting proposals for 1988/89 to EXCO in September. needed to identify funding within Hong Kong and the new precedent of using general Government revenue for scholarships could prove politically controversial. Regrettably the trustees of the Sir Edward Youde Fund had declined to participate. He therefore intended to explore other possibilities for providing funding, either from an individual philanthropist, or perhaps the Jockey Club, before pursuing a proposal for Government funding which might pose political difficulties. He noted that for the first time the joint funding scheme was over-subscribed and a loan element had therefore been introduced. This was a new departure.
2. Mr Eggar noted that we were further reducing the schemes for Cyprus and Malaysia. It was therefore all the more important to be able to point to the fact that we were making a start in Hong Kong. It would also be important to keep to the September timing, given the lead times in scholarship matters. Sir D Wilson said that from a Hong Kong point of view the problem was by no means easy, but he hoped to be able to manage it successfully and understood the political imperatives as seen from London.

3. In an exchange on the drugs problem Sir D Wilson said that treatment schemes were well advanced, but money laundering was replacing trafficking as a key problem. Anti-Narcotics Unit in the Police was very effective and well locked into regional cooperation. US perceptions could be a problem in that they tended to put Hong Kong in the same bracket as other countries in the region with a less impressive record. Mr Eggar complimented Sir D Wilson on the impressive exhibit at ICDAIT.
