You will have seen a copy of Hong Kong Telegram No. 2783 of 17 July asking whether I have any objections to Gary Mulloy participating in the October meeting of the expert working group in Vienna.
We for our part would have no objection, although we have some doubt whether it would be worthwhile for Mr Mulloy to attend this meeting. If you see no objection, you may like to send the attached draft telegram by way of reply to Hong Kong.
