DRUGS AND DESTABILIZATION
1.
You will see from the attached minute from Narcotics Control and Aids Unit that RD have been tasked to draft a paper on the destabilizing effects of drugs and drugs trafficking worldwide.
2. American Section will be responsible for the paper overall and for preparing material on drugs in South America and the Caribbean (and the North America Connection). Could I please leave it to your region to provide input on South East Asia etc? Perhaps we could together agree a mutually acceptable timescale for the work. I have told ACAU not to expect the finished product until the early autumn but I believe it would be convenient to have your contributions in draft form by say 15 August if possible.
