I mentioned on the telephone that I had been asked to supply a short piece on the drugs problem in Hong Kong, focusing on its damaging economic and social effects. attach a draft (in which para 1 deals with China and para 2 with Hong Kong), together with minutes explaining what is required. If you should have any comments, please let me know.
2. I should also be glad to hear from FED if they should have comments on the paragraphs dealing with China, Japan, Koreas and Taiwan.
