Dear Jim
THE DEPARTMENT OF STATE INTERNATIONAL NARCOTICS CONTROL STRATEGY REPORT FOR 1987
1.
The Bureau of International Narcotics Matters in State Department (INM) yesterday released its mid-year up-date on the worldwide narcotics situation. This report confirms that over the past six months there has been little improvement worldwide in the control and availability of narcotics drugs. The thrust of the report supports my impression that INM's main concern is to reduce the availability of cocaine from Latin America. I understand that a large portion of INM's funds for fiscal year 1987-88 will be earmarked for coca erradication programmes and provision of equipment to Bolivia, Peru and Colombia.
You will see that the US/UK High Level Steering Group meeting receives a mention on page 4.
