Summary. The Moroccan Government has undertaken no new initiatives this year in the enforcement area. The U.S. is encouraged, however, by the GOM's smart moves earlier this year against the trafficking of cocaine from Latin America via the Casablanca Airport; and we are reasonably confident that Morocco has not become a significant transit country for hard drugs produced elsewhere and bound for Europe. Cultivation, processing and trafficking of cannabis in northern Morocco, most of

of which is smuggled into Europe, remains a problem. There is no evidence that any significant amounts of Moroccan-origin cannabis are smuggled to the U.S., though some hashish reaches the U.S. End Summary.

There is no change in the crop cultivation/production assessment for 1987. The Embassy has raised with the GOM a proposed aerial survey of production areas. We have no response to date and believe the GOM will not give a a reply until the King's visit to northern areas in September 1987.

GOM Police/Customs officials seized some 20 kilos of cocaine in Casablanca and Rabat in March and arrested, tried and sentenced six persons, including three Latin Americans (two of Syrian and Egyptian origin) and three Moroccans to jail.

During the first half of 1987, the GOM concluded agreements with Italy, Spain and the FRG specifying bilateral cooperation against terrorism

against terrorism and organized crime, including drug trafficking. The agreement with the FRG permits the two countries to cooperate in making controlled deliveries.

Summary.

NIGERIA

The first six months Of 1987 have seen significant progress in our efforts to address the Nigerian narcotics problem. Positive developments can be cited in the areas of bilateral agreements on cooperation, enforcement, and public awareness. End Summary.

In January, Secretary Shultz conveyed an invitation from AG Meese to his Nigerian counterpart to visit the United States. The invitation was readily accepted. A preparatory delegation visited Washington June 24-July 2. An MLAT is under consideration as longer term objective but the discussions focused on potential areas of cooperation which might be implemented more quickly and form the focus of the ministerial visit later in the year.
