BOLIVIA

Results of Bolivia's efforts in narcotics control during the first half of 1987 have been decidedly mixed. Promising U.S./Bolivian cooperative initiatives got off to good starts, then faltered when serious obstacles arose. A new bilateral Narcotics Agreement was signed with Bolivia on February 24, 1987, followed by negotiations on two implementing Annexes dealing with interdiction and coca control/development. The substance of these Annexes was concluded by April 24, and, following discussions with Congress, the U.S. Embassy was instructed to move ahead on July 27. On July 28, the Bolivian Government published a decree

decree creating a new anti-narcotics structure. The objective is to streamline administration of narcotics eradication and interdiction and the coca control/ development initiatives specified in the bilateral agreement and annexes. End Summary.
