By inserting after "the prison" wherever it appears the following—
(a) In paragraph (1) by inserting after "prisoner" the following-
"or resident of a hostel".
(b) In paragraph (2) by deleting "prisoners in hospital and" and
substituting the following—
"prisoners, or residents of hostels, in hospital and prisoners in".
By inserting after "prisoner" the following-
"or resident of a hostel".
By inserting after "prisoners" wherever it appears the following-
"or residents of the hostels".
By inserting after "prison” the following—
"or hostel".
By inserting after "prisoners" the following-
"and residents of hostels".
(a) By inserting after "prison" where it first appears the following—

(b) By inserting after "provided they" the following
"in the case of lectures and addresses in the prison". By inserting after "the prison" the following--

Explanatory Memorandum
Under certain Ordinances (referred to in paragraph 3 below) persons who have been sentenced by the courts to serve custodial sentences may be required on their release to live temporarily in supervised accom- modation (known as "half-way houses"). Such accommodation is adminis- tered by the Correctional Services Department under the Prisons Ordinance (Cap. 234). The object of this Bill is to make express statutory provision for their designation and administration, and for this purpose refers to them as "hostels".
2. Clause 2 introduces a new section 24B into the Prisons Ordinance. The Secretary for Security will under this section be able to designate premises that may be used as hostels, under the control of the Commissioner of Correctional Services. The section also provides that residents may be required to pay for their own maintenance in a hostel if they are in employment.
3. The Ordinances under which persons may be required to reside in these hostels are the Criminal Procedure Ordinance (Cap. 221), the Deten- tion Centres Ordinance (Cap. 239), the Drug Addiction Treatment Centres Ordinance (Cap. 244) and the Training Centres Ordinance (Cap. 280). The last two Ordinances are amended by clauses 4 and 5 of the Bill respectively, by inserting in each case a provision to make it clear that the requirements of any supervision order under them may include a requirement of residence (in a hostel).
