As promised over the telephone, I enclose a draft reply for our Minister Mr Patten to send Lord Winchilsea about extradition to Hong Kong in view of the resumption of sovereignty in 1997. agreed, it will be necessary for the draft (taking in any points which you think ought to be included) to be cleared with Hong Kong. My main concern here is inevitably the question of timing. I am obliged to submit a full draft reply to Mr Patten's office before 26 November. Nowadays these matters are very closely monitored, and Divisional pride means that I would very much like to submit a draft on or before 20 November, if at all possible.
