I enclose herewith a copy of correspondence from the Independent Commission Against Corruption, Hong Kong concerning an application for a Bramshill Fellowship. Their officer, Mr. T.R. Batty successfully completed an Intermediate Command Course at Bramshill in 1986, having first gone out to the Commission from the Metropolitan Police in 1975.
I approve of the application in principle but am concerned that the subject matter of the proposed research could be the subject of embarrassment in Hong Kong. It might be thought inappropriate for us to be supporting research which revolves around the Sino-British Agreement.
In the circumstances, therefore, I would be grateful of appropriate Government advice as to whether the subject matter is one which would cause no concern to those in Hong Kong involved in the delicate moves towards 1997.
If there is substantial doubt, I shall reply to the effect that a Fellowship is acceptable always provided a less sensitive issue could be found.
