study of this Bill and its companion measure, the Independent

Commission Against Corruption (Amendment) Bill 1987.

Indeed, as Mr. Wong/indicated, the proposals in these

bills have survived a long and exacting process of examination,

also

not only by this group, but/previously by the OMELCO Standing

Panel on Security as well as the Bar Association and the Law

Society. Many of the suggestions made by members of these bodies

also have affected not only what the bills contain, but/what they no

longer contain.

The public at large can/now be assured by the fact that

all parties are able to support the bills as amended to

this

incorporate the minor changes proposed by the ad hoc group.

Sir, Mr. Wong quite properly emphasised the concern of

Members that the confiscation provisions in the Prevention of

Bribery (Amendment) Bill should be carefully drawn to safeguard

the rights of innocent third parties.
