I should be most grateful if you would glance through the attached papers. Mr Fifoot, our Legal Adviser, has commented and given some helpful guidance (his minute of 31 July refers), and NTD have advised me on the 1929 Convention and the 1960 extension to it (Jean Butler's minute of 18 August refers).
2.
Since NTD do not appear to be able to comment on the 1935 Act, I should be obliged if you could confirm that Hong Kong was not included in the 1960 extension to the 1935 Act.

effect of the 1960 declaration was to extend He 1929 Convention to most desendent Territories (but not to Hong
Kong.)
2. The 1935 Act has never been extended to Hong Kong. (The 1960 Declaration extended the provisions of cle
Convention not the Hut, but in any event is not delevant to Hong Kong.)
3. We can therefore confim, as requested in Hong Kong's Letter of 23rd July, that neither the Convention not the Act agthy to Hong Kong.
