Review of Long-Term Prison Sentences.

The Board of Review of Long-Term Prison Sentences has been consulted on this matter and it has been decided to recommend that the following changes should be made in the Hong Kong procedure dealing with the Review of Long-Term Prison Sentences.

(a)

All young prisoners, under 21 years of age at the time of (conviction, should have their cases reviewed annually.

(6) The service periods now prescribed

by Prison Rule 36 should be

altered to fall in line with the U.K. practice.

(c) The Board of Review should be

constituted as a statutory body.

These recommendations are acceptable to the Commissioner of Prisons.

In due course it is proposed to embody these recommended changes in legislation.
