On 13 October 1987, after considering a memorandum concerning the commutation of a death sentence, the Council advised and the Governor ordered that memoranda of this nature should be examined with a view to reducing the amount of duplicated material.

This note informs Members of the action taken. It also describes other measures to reduce the Council's workload.

The following papers are normally annexed to these

-

(a) a note by the Attorney General

suggesting, with supporting arguments, the length of sentence to impose should the Governor exercise clemency;

(b) the trial judge's report on the case;

(c) the prisoner's petition;

(d) the Summary Report by the Commissioner of Correctional Services. This comprises a Psychologist's Report, Psychiatrist's Report, Medical Officer's Report, and Superintendent's Report on the prisoner's

conduct;

(e) the

Secretary

for

District

Administration's Report on public opinion on the case; and

(f) a Social Enquiry Report prepared by a probation officer when the prisoner is condemned, and an updated Report prepared at the time of the prisoner's petition.
