BBC MONITORING SERVICE : SUMMARY OF WORLD BROADCASTS
1. As you may know the SWB (in all its regional permutations) is delivered free of charge to recipients in Government Offices and the BBC. However the daily consignment sent to the FCO includes a large number of copies addressed to recipients who do not fit into the above category and whom the BBC would expect to charge. There are also a number of addressees who receive free copies direct from the BBC Monitoring Service by air mail.

If every one of these recipients were to be charged subscription costs and postage (SWB subscription is £200 per part per annum) the amount of revenue recovered by the Monitoring Service would be £12,150.

I attach a list of recipients with details of documents received by them. We are presently encouraging the BBC Monitoring Service to maximise their SWB subscription revenue and I hope that in view of the price you will understand why the BBC cannot provide complimentary copies for passing on to third parties. I should therefore be grateful for your comments as soon as possible as to why those on the attached list should be in receipt of free copies.
