On the revised Financial Memorandum, Mr Barrington explained the importance of reaching agreement as soon as possible and the FCO's belief that it was right for this to include agreement for NAO access to carry out value for money studies. An early satisfactory outcome would be helpful in the context of the forthcoming discussions with the Treasury on the next three-year funding.

14. On the World Administrative Radio Conference, Mr Barrington said the outcome of the Geneva Conference appeared to have been highly satisfactory in safeguarding British and the BBC's interests. The UK delegation lead by Sir J Graham, and supported by the BBC team led by Mr Mansell, had achieved a notable success in holding firm against the proposed IFRB Plan, stiffening the resolve of those who showed an inclination to compromise and in preventing the UK from being isolated. Mr Tusa agreed the result had been most satisfactory and congratulated all who had been involved in the Conference. had been a splendid FCO/DTI/BBC team effort.

Mr Barrington said it would be helpful to have a response to the FCO's proposals by 20 March. The BBC side said they would do their best to meet this deadline, but warned it might take them longer to assemble all the facts and figures involved.
