The BBC Radio Relay Station at Tsang Tsui will be ready to start broadcasting in Autumn 1987 and requires a licence to be granted before it can commence operation.
Recommendation and Advice Sought

It is recommended that the BBC Radio Relay Station licence at Annex A should now be granted.

Members will be asked to advise whether this recommendation should be approved.
Background and Argument

On 23 and 30 July 1985, Members considered the B1, B2 memoranda at Annexes B1 and B2 which sought Council's approval to grant a licence to the BBC to operate a radio broadcast relay station in Hong Kong.. The Council advised and the Governor ordered with reference to XCC(85) 111-
"(a) that the licence should include a clause restricting the transfer of shares in the 8 BC East Asia Relay Company, in the form proposed in paragraph 6 of the memorandum;
(b)
that Condition 1 of the licence should be amended to enable the Governor in Council to review annually the licence fee, as proposed in paragraph 7 of the memorandum; and
(c) that the draft licence as amended in accordance with paragraphs 6 and 7 of the memorandum, should now be approved in principle, to be
principle, to be resubmitted for granting when the schedule to the licence, setting out the technical specifications, been completed.'
