1. As we discussed, I understand from the BBC External Services that their application for a Broadcast Service for the new Hong Kong relay station is to be considered at an Executive Council meeting on 12 May. The BBC tell me they have no reason to suppose there will be any difficulty about the licence, but are concerned there should be no delay in insuing it. An earlier problem concerning a feed of World Service programmes to RHK has apparently been resolved by agreement to provide RHK with a dedicated satellite feed for local rebroadcast purposes.

2. As you know, the Hong Kong relay with its emphasis on coverage of China is an important element in our current worldwide audibility improvement programme. The
spe purpose of this minute is to put down a marker that there will not be any hold-up on the issue of a broadcast licence which might lead to a delay in bringing the station into operation on schedule in October this year.
