CABLE TV: CABLE TELEVISION HONG KONG'S APPLICATION
FOR A PILOT SCHEME

On 8 July 1986, after considering memorandum XCC(86)122 on the Broadcasting Review Board (extracts at Annex A) the Council advised and the Governor ordered

that the Government should announce its willingness to negotiate, on a no-commitment basis, with companies interested conducting cable TV pilot schemes; and
in
the
that on completion of negotiations, terms and conditions on which the Government proposed to license pilot schemes should be submitted to Council for approval together with any necessary legislative proposals.
A notice was gazetted on 25 July 1986 to invite proposals
to establish cable TV in Hong Kong, including proposals to conduct pilot schemes in specific areas for one year. Eight submissions were
were received, none of which showed interest in a pilot scheme. Subsequently, Cable Television Hong Kong (CTHK) resubmitted its application to conduct a pilot scheme in Taikoo Shing and various first class hotels.
Recommendation and Advice Sought

It is recommended that
applications to conduct
cable TV pilot scheme including CTHK's should be rejected. Members will be asked to advise whether this recommendation should be approved.
Background and Argument
CTHK's Application

On 28 February 1986, Hong Kong Telephone Company Ltd. applied, on behalf of CTHK, for a cable TV licence and permission to undertake a pilot scheme in Taikoo Shing (Annex B). Following the Gazette notice of 25 July 1986 and the lack of a positive response to a pilot scheme, we confirmed with CTHK that it was no longer interested in a pilot scheme.
