would seem to be the non-renewal of a licence on its expiry. It should be noted that under section 16(1), 18 months prior written notice is required to be given to the Licensee in the case of non-renewal. Alternatively, it might be possible for the Administration to impose such stringent conditions on renewal of the licence as make it unattractive to foreign interests to takeover control of an existing Licensee.

Should there be any indication that BCIL or other foreign interests will make an attempt to acquire a majority shareholding of HK-TVB or Asia Television Limited (ATV) a detailed submission will be made
