matter the subject of the review, or by refusing to issue
such directions (clauses 22(3)(i) and (ii), 23(4)(i) and
(ii) and 24(5)(i) and (ii)).
20. Clause 25 empowers the Chief Secretary, after
taking into consideration the matters referred to in clause
10(2), to direct that a film or advertising material the
subject of a request under clause 23 or 24 shall not be
exhibited (in the case of a film) or published or displayed
(in the case of advertising material) pending the Board's
completion of the review concerned.
21. Part VIII comprises clauses 26 to 38 which
provide for enforcement and miscellaneous provisions.
22. Clauses 26, 27 and 28 provide for various
of fences. Clause 29 provides for the appointment of
inspectors for the purposes of the Bill and sets out the
powers of such inspectors. Clause 30 provides for a
censorship mark as evidence that a film or advertising
material in connection with which it is displayed has been
approved under the Bill. Clause 31 provides for the issue
of replacement certificates for certificates issued under
the Bill which have been destroyed, lost or stolen. Clause
32 provides that any film or advertising material submitted
or produced under the Bill, or the excision of any film
under the Bill, shall be at the risk and expense of the
person submitting or producing the film or advertising
material concerned. Clause 33 provides that certain
specified public officers may exercise or discharge any of the functions of the Authority except the Authority's
