Where advertising material is exempted under

clause 17, or approved for publication and display under

clause 18, a certificate of exemption or a certificate of

approval, as the case may be, is issued accordingly.

Where

advertising material is refused approval for publication

and display under clause 18, a notice, stating the censor's

reasons for his decision, is issued to the person who

submitted the advertising material.

16. Part VI comprises clauses 19 and 20. Clause 19

provides that a film which has been issued a certificate of

exemption under clause 9 or a certificate of approval under

clause 13 is not to be exhibited unless the certificate is

displayed at the place of exhibition of the film. Clause

20 makes it an of fence, punishable by a fine of $50,000 and

imprisonment for 1 year, to publish or display advertising

material (other than advertising material referred to in

clause 16(3) which has not been issued a certificate of

exemption under clause 17 nor a certificate of approval

under clause 18.

17. Part VII comprises clauses 21 to 25. Clause 21

establishes a Board of Review to be chaired by the

Secretary for Administrative Services and Information.

Board will have a majority of members who are not public

of ficers (clause 21(2)(c)). The Board has power to -

review any decision of the Authority or a censor

made in respect of any film or advertising material
