the manner in, and the place at, which a request
under section 22 or 23 is to be delivered to the
Secretary;

the manner in, and the place at, which a request
under section 24 is to be delivered to the Chief
Secretary;

the form of an application under section 31(1);
(q) the fee payable under section 31(2);
(r) the service of any document;

in relation to a film containing a cigarette
advertisement, the inclusion in the advertisement
of a health warning in such manner as may be
specified and prohibiting the exhibition in Hong
Kong of any such advertisement which does not
include such warning; and
the better carrying into effect of the provisions
of this Ordinance.
(2) Any regulations made under subsection (1) (f) may
provide for a fee to be fixed at a level which provides for
the recovery of expenditure incurred or likely to be
incurred in the exercise of any functions under this
Ordinance and shall not be limited by reference to the
