but in any case not later than 7 working days after the
advertising material is so submitted, a censor and may at the
same time assign not less than 2 advisers.
(2) Subject to subsections (3) and (4), the censor
shall as soon as practicable view or otherwise examine the
advertising material in such manner as he thinks fit and,
taking into consideration the matters referred to in
section 10(2) and taking into account the matters referred
to in section 10(3)
(a)
approve the publication and display of the
advertising material subject to such reasonable
conditions, if any, as he thinks fit; or
(b)
if he is of the opinion that the advertising
material is not suitable for publication or
display because of a matter referred to in
section 10(2), refuse to approve the publication
and display of the advertising material and
record in writing by reference to the relevant
matter referred to in section 10(2) a statement
of the reasons for his decision.
(3) The censor shall make his decision under
subsection (2) in respect of the advertising material not
