These regulations will be revoked when new
permanent legislation is in place.
Sir, the
Administration
firmly believes
that this clause, which Mr Lee seeks to remove, is
needed to safeguard the community as a whole and that
the reasons for its retention are well understood by
the people of Hong Kong, I hope that members will
consider carefully all I have said about the real
risk of damage to Hong Kong's relations with other
territories which could result from its removal from
these regulations and I osk members
I ask members to reject the
amendment proposed by Mr Lee.
