The fees for items 1 and 3 cover the costs of publishing two statutory notices in an English and a Chinese newspaper. The fee at item 2 covers the costs of placing one such notice in an English and a Chinese newspaper.
The estimated cost of placing two notices (of three column inches or equivalent) in two second line newspapers, such as the Hong Kong Standard and the Ming Pao, is $750. With an element for administrative costs, the proposed fee of $1,000 for items 1 and 3 is appropriate. Similarly, we consider the proposed fee of $500 appropriate for item 2, where a single notice is required.

The proposed fees for items 4 and 5 are in line with for similar services in other legislation. The fee at item 6 takes into account the use of specialised library facilities, including audio visual equipment. We, therefore, do not recommend any changes the proposed fees in the Schedule to the regulations.
