HONG KONG: PUBLIC ORDER (AMENDMENT) ORDINANCE

You may perhaps have seen, or have received enquiries regarding, local press reports about new legislation in Hong Kong on publications and the freedom of the press (we here have recently seen/reports that a "Hong Kong Association" in Toronto has made public its opposition to the measure).
2.
In response to any local enquiries you should draw on the text of para 2 of FCO telno 853, supplemented as necessary by the defensive material and background in Hong Kong telno 232 (copies of both telegrams attached).
