In your minute of 14 April you asked us to provide today:
a)
an update on the latest position in Hong Kong: and
2.
b)
a supplementary on the Secretary of State's meeting earlier today with the Chinese Foreign Minister in Bangkok.
On a), there are no significant developments to report on the Public Order (Amendment) Ordinance. However there has been publicity in the UK over the Easter weekend on:
i)
The
statements made by Deng Xiaoping in Peking on 16 April to members of the Hong Kong Basic Law Drafting Committee. main points in Deng's statements were:
(a) the suggestion that the "one country two systems"
policy might continue beyond 1997 for 100 years, rather than the 50 provided for in the Hong Kong
Agreement;
(b) the assertion that those who administered Hong Kong
after 1997 should be "patriotic" and "love Hong Kong": General (sic) elections were not necessarily the best way to produce these people (but Deng did not rule out direct elections in principle). He agreed with the
