It is proposed that the power to censor a film on
political grounds be retained with the qualification that
the film is likely seriously to prejudice good relations
with other territories. (The previous guidelines said
that films could be banned if there was a likelihood that
they would 'damage good relations with other territories'.) It is considered that with Hong Kong's economic well-being
heavily dependent on foreign trade, it is essential that good relations with other territories be maintained. Hong Kong's particular political circumstances also have to be
taken into account. It would not be in Hong Kong's
interest to jeopardize important relationships by allowing
the showing of a film which has the potential to seriously
affect such relations.
Classification system

In order to overcome the other deficiencies of
the present censorship process described at paragraph 4(a) and (b), it is proposed to introduce a new film
classification system. Under this system, films intended
for exhibition would be classified by the censor into
three categories, as follows:

(a) Category I approved for general exhibition to
persons of any age;
